Explanation of Users and Groups


The KOLAR user structure includes both Users and Groups.

Users are the individual people who use the web site. Each person who uses KOLAR needs their own personal account. To get an account, go to the KOLAR home page and at the bottom of the log-in area click on "Register a new account."

A Group is a company, a government agency or a county. Each user is a member of at least one group. Some people, like contractors, are members of a number of groups.

So, each person has a User account and each company has a Group.


Instructions for Group Administrators


The goal of the Group Administrator is to allow KOLAR to delegate the responsibility for managing users to one person within each organization that uses the KOLAR web site. As employees come and go, the company can make the necessary user changes without contacting KOLAR.

The group administrator is the only person who can access the Group page. From the Settings menu, choose Group. From this page you can: change the company addressing information, you can add new users or remove old users, and you can assign each user's roles. It is the group administrator's responsibility to manage the group information and to manage the users and their roles.

For companies that use KOLAR to submit forms to the KCC, the Group Administrator and the Electronic Filing Administrator are the same person.

KCC Roles


The KCC Form Create role allows users to fill out any KCC form that is available on the KOLAR web site. They can see how the site works. They will get any correction feedback that the site provides. They can do everything, except submit the completed form to the KCC. This role is appropriate for managers and other personnel who are interested in KCC forms, but who are not responsible for the actual submission of a completed form to the KCC. This is also useful for new employees to allow them to look around the site and interact with it without the worry of an inadvertent mistake creating problems.

The KCC Form Submit role allows users to fill out any KCC form that is available on the KOLAR web site and it allows them to submit their completed forms to the KCC. This role should only be granted to users responsible for submitting forms to the KCC.

The U-7 Create / Submit role allows KCC users with only this role to create, view and submit ONLY the U-7 (Casing Mechanical Integrity Test) form on behalf of the KCC Operator.

DOR Roles


The Severance Tax View role allows the user to look at the Severance Tax Reports and the exemptions for their company. The user can see everything but they cannot submit tax reports to DOR. They can upload data files and see the feedback the site gives. This role is appropriate for managers and other personnel who are interested in severance, but not responsible for the actual submission of a tax report. This is also useful for new employees to allow them to interact with the site without the worry of an inadvertent mistake creating problems.

The Severance Tax Submit role allows the user to see the company's exemption data, to upload tax reports and to submit tax reports to DOR. This role should only be granted to the person responsible for submitting tax reports.

KDHE User Roles



The KDHE Form Submit role allows users to fill out any KDHE form that is available on the KOLAR web site and it allows them to submit their completed forms to KDHE. This role should only be granted to the person responsible for submitting forms to KDHE.

Adding Users and Assigning Roles


  1. If the user has not yet set up an account, have the user go to the KOLAR site and register a new account and have them tell you their username. If the user has an account set up already, the user still needs to tell you their username.
  2. The Group Administrator will then log on to KOLAR. If you are a member of more than one group, you will pick the group name from the drop down box in the upper right hand side of the page. If you are a member of just one group, your group name will display automatically.
  3. Under the Settings tab pick Group. On the Group Settings page, scroll down to Add User to Group at the bottom of the page. Enter the person's username, click on any roles you want to assign to that user and hit the Add User button.

  4. The important thing to remember here is that you must know the person's username in order to add them to the group.

Removing Users and Changing Roles


  1. Log on to KOLAR. If you are a member of more than one group, you will pick the group name from the drop down box in the upper right hand side of the page. If you are a member of just one group, your group name will display automatically.
  2. Under the Settings tab pick Group. On the Group Settings page, scroll down to Manage User Roles. If you want to remove a user just hit the Remove User button below the person's name. If you want to change a user's roles, check, or uncheck, the roles you want to change and hit the Change Role button.
